Rural Exception Scheme Approved in Perran Downs

Laurence Associates has successfully secured full planning consent for a 12 dwelling rural exceptions scheme in Perran Downs, Cornwall.

Located within a World Heritage Site and a distinct settlement, the application required a carefully balanced approach. Heritage impact, landscape character and local context were central considerations throughout the process. By promoting the site as a rural exception scheme, we ensured the delivery of a high level of affordable housing to meet identified local need.

Design played a critical role in unlocking the site’s potential. Working collaboratively with our architectural team, we developed a high quality layout that responds to its surroundings, provides a mix of dwellings and incorporates a generous area of public open space, creating meaningful community benefit.

Despite significant local concern and engagement at Parish Council level, we maintained a proactive and collaborative dialogue with planning officers. This aligned approach ultimately secured officer support for the scheme.

The application was determined at Planning Committee, where we presented on behalf of our client. The committee unanimously approved the proposal, recognising both the pressing need for housing and the strength of the planning and design strategy.

This project reflects our expertise in navigating complex planning constraints and delivering well considered, policy compliant housing schemes that achieve successful outcomes.
