Planning Permission Secured for Two Dwellings within the Roseland Peninsula National Landscape
Laurence Associates is pleased to have secured planning permission for the construction of two new dwellings within the Roseland Peninsula National Landscape.
The application was submitted in outline, establishing the principle of residential development while leaving the detailed design to be considered at a later stage. Despite the limited level of detail associated with an outline application, an indicative site plan was provided to demonstrate how two dwellings could be accommodated within the site.
This was particularly important given the site’s location within the Roseland Peninsula National Landscape, where the conservation and enhancement of the area’s natural qualities are an important consideration in the planning process.
Responding to a changing planning policy landscape
The application was determined following the adoption of the new National Planning Policy Framework, presenting an opportunity for the Planning Team to consider how the updated national planning policy could influence the proposal.
A key consideration was whether the site could be regarded as being within a settlement for the purposes of the development plan. While there was a case for the site being considered within a settlement, it was also recognised that the NPPF’s definition of a settlement could provide a different interpretation.
The Planning Team therefore considered the wider policy context and identified an alternative route through Policy S5, which allows for the infilling of groups of dwellings.
Through careful consideration of both the development plan and the newly adopted national planning framework, it was successfully demonstrated that Policy S5 was engaged and could support the proposed development.
An early example of the NPPF shaping planning decisions
The successful outcome provides an early example of how changes to national planning policy can influence the consideration of development proposals.
It also demonstrates the importance of understanding how national and local planning policies work together, particularly where proposals are located within sensitive landscapes or where the interpretation of settlement boundaries and development principles is central to the planning case.
For Laurence Associates, the permission demonstrates our ability to quickly understand and respond to changes in the planning system, using our knowledge of both national and local policy to identify opportunities and help our clients achieve successful planning outcomes.
If you are considering a residential development or have a site where the planning position is unclear, our Planning Team can provide advice on the opportunities and constraints that may apply.
