Planning Permission Secured for Change of Use to self-contained letting unit in Penzance

Laurence Associates is pleased to have secured planning permission for the change of use of an existing building in Penzance, allowing it to become a self-contained letting unit for use by the family, as well as paying and non-paying guests.

The approval enables our client to unlock the full potential of an underutilised building while overcoming several planning challenges that required careful consideration and a robust planning strategy.

More than a straightforward change of use

Although the proposal centred on changing the use of an existing building, the planning application involved a number of important issues that needed to be addressed before planning permission could be granted.

The building had previously received consent for ancillary accommodation rather than as a self-contained residential unit. During our review, it also became clear that the building had not been completed fully in accordance with the approved plans. As part of the application, these matters needed to be regularised to provide a clear and robust planning position.

In addition, the building affects the route of an existing Public Right of Way, meaning that we had to set out a strategy to resolve this.

Building a robust planning case

Our planning consultants prepared a detailed planning statement addressing each of these matters.

The submission demonstrated how the proposal complied with the Council’s Annexe Guidance Note while also providing clear justification for the building’s use as holiday accommodation.

By carefully assessing planning policy, the site’s planning history and the wider planning context, we were able to present a well supported case that addressed each of the key planning considerations.

A successful outcome

Following its assessment, the case officer agreed with our planning arguments and granted planning permission.

The approval means our client can now make productive use of a previously underutilised building, creating flexible accommodation for both family members and paying guests.
