Outline Approval for Three New Homes in St Keyne

We are delighted to secure delegated approval for an outline planning application for three new dwellings on the edge of St Keyne, two of which are self-build.

Although the site sits outside, but adjacent to, the settlement boundary and would not typically be considered infill or rounding off, we successfully demonstrated that it is well related to the existing village and represents an appropriate and proportionate scale of development.

Our team built a strong case around sustainability, highlighting access to local facilities and connections to larger settlements via bus and rail. A carefully considered site layout and detailed access plan further supported the proposal, confirming that safe and suitable access could be achieved.

The site falls within an Area of Great Landscape Value. However, it was agreed that the development would be viewed in the context of the existing settlement and would not harm the wider landscape character.

A key factor in the decision was the Council’s current inability to demonstrate a five-year housing land supply. This significantly influences planning decisions across Cornwall, often allowing greater weight to be given to the benefits of new housing delivery. In this case, the provision of three new homes was given substantial weight in the overall planning balance.

This project highlights the opportunities that exist for well-considered schemes, even on sites that may initially appear challenging.
